REPORTS TO: CEO / Executive Director

SUPERVISES: Procurement Administrator and three field supervisors

Position Overview:

The director of Operations will play a crucial role in ensuring the smooth operation of DRHA properties, including public housing units, scattered single-family homes, and office buildings. The ideal candidate will have a strong construction, housing, and urban development background, with a deep understanding of Virginia building codes, public procurement, and HUD regulations.

 Key Responsibilities:

  • Oversee the maintenance division, ensuring all public housing and scattered site facilities are well-maintained and operational.
  • Manage and coordinate the activities of contractors, ensuring compliance with contractual agreements and DRHA standards.
  • Ensure adherence to Virginia building codes, HUD regulations, and Davis Bacon requirements.
  • Draft, review, and manage contracts related to construction and maintenance projects.
  • Collaborate closely with DRHA vendors to facilitate seamless operations and project completions.
  • Maintain accurate and up-to-date procurement files, vacancy reports, work orders, and other essential records.
  • Prepare comprehensive reports for the executive director, including recommendations for improvements and developments.
  • Assist in large scale development projects and initiatives, providing expertise and support as needed.
  • Lift and transport materials and equipment weighing up to 75 pounds as required.

 Qualifications:

  • Minimum of five years’ experience in construction, housing, and urban development.
  • Bachelor's degree in a related field or equivalent experience.
  • In depth knowledge of Virginia building codes, public procurement, HUD regulations, and Davis Bacon requirements.
  • Proven experience in contract drafting, management, and vendor collaboration.
  • Strong leadership skills with experience managing teams and contractors.
  • Excellent organizational, recordkeeping, and reporting abilities.
  • Ability to read, interpret, and manage invoices and other financial documents.
  • Strong communication and interpersonal skills, capable of working with diverse stakeholders.

 Physical Requirements:

  • Ability to lift and transport a minimum of 75 pounds.

Equipment Used

Incumbents must be able to effectively use computers and related software, computer printers, photocopiers, and telephones (landline and cellular).

Salary Range

$58,000.00  $68,500.00

Compensation for this position is negotiable, depending on the qualifications and experience of the chosen candidate.

Residential Requirement

Must be willing to live within 5 miles of the city limits of Danville, Virginia.
